Ratepayers will pay $3.5 million for demolishing or gutting former facility

Pueblo electric ratepayers didn’t know that old power plant Downtown represents another $3.5 million that will be coming out of their wallets when Black Hills Energy either demolishes the building next year or guts it and gives the shell to the city for re-use.
