Funding shortfall threatens highway expansion

Expansion of Interstate 25 to ease congestion between Denver and Fort Collins and other future road, bridge and transit projects across Colorado may never get off the ground unless Congress finds a permanent fix for the perennial funding shortage plaguing the federal Highway Trust Fund, officials say.
